The Mali Justice Project (MJP) is a major USAID initiative to enhance efficiency in the justice sector and increase access to justice and to support the Government of Mali to reduce corruption along the trade corridors. Management Systems International (MSI) leads one of the three components of the project focused at reducing corruption in trade corridors. The component seeks to reduce the level of corruption along the trade corridors and increase trade, develop a reporting system for roadside corruption, and increase education initiatives and public awareness of corruption activities along the trade corridor.

Position Summary:

MSI seeks to recruit a consultant to prepare and implement a five-day training on investigative reporting for Malian journalists. The total number of days under this assignment is up to 15 days, including one trip to Bamako, Mali, in early 2018 to deliver the training.

Responsibilities:

The consultant will develop and deliver an interactive 5-day training that should include the following topics:

  • Law and the ethics of investigation.
  • Formulating investigative hypotheses.
  • Planning stages in journalistic research.
  • Identification and legitimacy of sources.
  • Research tools and methods.
  • Data collection and triage.
  • Making data and information intelligible to the general public.
  • Dealing with anonymity and ensuring confidentiality of sources.
  • Fact-checking and verification of information.
  • Use of social networks in journalistic investigation.
  • Personal security in the conduct of journalistic investigation.
  • Practicum: Planning an investigation project.

Additional training modules will be developed in collaboration with Malian lawyers and data security experts. Those topics will include:

  • Risks, protection, rights and duties of journalists in Mali.
  • The right of access to information and data protection.

Qualifications:

  • Professional investigative journalist with 10 or more years of experience.
  • Relevant training experience.
  • Native or fluent French speaker (speaking, writing, reading).
  • Master’s degree or equivalent in a relevant field (communications, journalism, political science, public administration).
  • Relevant regional or Mali experience is highly desirable.
